Township secretary read a letter from Reg Wayman, chief clerk of the Wayne County Commissioners, requesting biographical information on Elmore's replacement, by April 27. Asked whether Elmore would be requested to fill another term, Rutledge replied, "We haven't decided that yet; we've got 'til April." Elmore has been known as a moderate on the council. He served for many years as a teacher at the Damascus School. Rutledge was asked how residents should go about obtaining a copy of the River Management Plan about to be released and proposed by the Conference of Upper Delaware Townships (COUP). "That's a very good questions," Rutledge replied, "We haven't got ours yet either." According to a letter from Thomas J. Shepstone, his Honesdale consulting firm plans to recommend a new sewage-facilities ordinance for Damascus Township. Shepstone enclosed a draft copy of the proposed new regulations. The ordinance, which appeared quite lengthy, may be reviewed during business hours at the Damascus Township Municipal Building. Rutledge said that the new sewage facilities ordinance, if approved, will eventually effect the entire township, including riverfront property. In other business, Rutledge read a letter from township solicitor John Spall, regarding certain court-house real estate filings which were overlooked "six or seven years ago" when Township Road 612 was straightened, running through the Duck Harbor area near Lookout. According the Spall's letter, "the proper and usual ordinances vacating this road have not been done, nor has any Deed of Easement been received for the new road." These filings, yet to be finalized in court, will clear title to a Lookout property owned by Joel Hill. |
