    DCC holds annual meeting

    CALLICOON -- Two boardmembers were added, and five retired, at the January 11th membership meeting of the Delaware Youth Center (DCC) at Hermann Hall in Callicoon.
    Retiring members included: Joyce Sykes, Peter Sigelakis, Jane Buddenhagen, Holly Keyser and Jeffrey Mullineli. Six vacancies remain on the 12-person board. Sykes served as secretary for her entire three years, board president Tom Rue noted.
    The new board includes: Jon Bedford, Roe Bedford, Carla Hauser, Clarence. Kratz, Bobbi Panna and Rue. Kristine Kratz has volunteered to serve as bookkeeper.
    At least two others in the community have expressed interested in joining the board. Anyone else who is interested should attend the February 2nd meeting at 7:30 p.m., or call Rue weekdays at 914/794-3000 ext 3400.
    Andrew Ranaudo and Peri Hennig Archer will continue as program coordinators. Their salaries are paid in part by the NYS Division for Youth, through the Sullivan County Youth Bureau. Most programs at the center are free to all youth, regardless of residence.
    Members at last week's meeting voted to amend the organization's certificate of incorporation to increase the board size from 9 to 12. The only dissenting vote was cast by Jean Heuschen, who objected to the fact that trustees are not required to join to the center.
    Monticello attorney Mark L. Schulman replied that the language is not uncommon for nonprofit corporations. Rue added that the wording existed in the original, and was not being changed. Clarence Kratz expressed the behalf that anyone who serves on the board would consider themselves "morally obligated" to make the annual contribution required of members.
    Rue also pointed out that minute books indicate the membership voted to increase the board size as early as January 1964. However, the move was invalid as the number was fixed in the corporate charter.
    The center incorporated in 1947 as the Callicoon Aid Society, but its name was changed on April 16, 1951, to Delaware Youth Center. In March 1984, the board voted to file a "business certificate" with the county clerk, assuming the alternate name of Delaware Community Center.
    Following discussion, the board voted unanimously to adopt revised by-laws. Changes were designed to smooth organizational administration, Rue said as he read a letter from attorney Michael S. McGrady of Hankins recommending the revisions as "clearly appropriate."
    At the conclusion of the meeting, the board presented Rue with a bouquet of carnations for his term as president.
